Obstacle in the thirst of Kathmandu by Chinese company
Saptari: Almost all the agricultural land had been
changed into altercation because of lack of water. Most
of the youth could not do agriculture in land so they
are sad. Unemployed youth are going golf country for
job. Almost all the youth are depending on agriculture
but they are not able to do agriculture because of nonrainfall.
So, they are facing problem for their daily life.
One residence of Saptari, Chandan Chaudhary said," I
could not do agriculture and I don't have any job so I m
preparing to go foreign nations to earn money". The
western village of districts became youth less.
Dhirendra kumar of Sunauli VDC said that he had 10
Agricultural land became altercation and unemployed youth going foreign
katha lands but he can't do agriculture in it.
He also said that he is having problem to
direct his family. He don't have alternative
to direct his family. There had been planted
rice only in 25% land. Almost all the youth
had been migrate to foreign country. So, villages
are youth less. Even, it is hard to collect
20 youth for any work. Government has
to worry and seriously think about. Government
must do some activity to increase agriculture
and to stop youth migrating foreign
country.
The government barred China Railway
KATHMANDU: The government barred China
Railway 15 Bureau Group, former contractor of
the Melamchi Water Supply Project (MWSP), from
taking its possession from the project site at
Sundarijal, Kathmandu after the Chinese company
made an attempt of getting hold of its construction
equipments and materials. A team from the
Metropolitan Police Circle Boudha intervened as
the Chinese company was preparing to take away
the dozers, excavators, 554 sacks of cement and
other construction materials. Chief of the MWSP
Krishna Acharya said that the contractor’s move
was illegal as it had no right to collect its property.
“No materials from the site can be collected until
the work evaluation of the Chinese company and
its financial assessment is made,” he said.
The Chinese company entered the project site
unlawfully at a time when the government is
preparing to claim compensation and fines from it
for the breach of contract. The government had
ended the contract with the company one and a

terminates the contract before 1 and
half month before. Chief of project,
Krishana Acharya said that they can’t
take their machines back till there
won’t be other alternatives. There will
be last decision after the valuation of
the machines by engineer. Chinese
company is willing to take their
machines from the construction place
without informing anyone. Against this
activity, under the leadership of
Boudha police inspector Pradeep
Khadka interfered that activity saying
that according to contract Chinese
company can take their machines
after paying compensation. Chinese
attacked police. While Chinese
company was loading dozer,
excavator, first aid kid, 544 packets
cement and all the equipment for
casting in vehicles, protection force
stopped them. Chinese company had
finished only 22 % of total while they
had taken 33 % money of contract.
Company had remained to pay
compensation for lost and delaying in
work. Government had confiscated
one and half arab from bank which
was deposited by Chinese company.
According to agreement, authority had
commanded to transfer the deposited
guaranteed money on their own
account from Himalayan Bank and
Bank of Kathmandu and also
commanded to take compensation.

company was awarded the contract worth
Rs 4.28 billion three years ago on the
condition that it would construct 700-800m
of tunnel each month and start work from
four points simultaneously. However, the
company has dug only 6.5 km of tunnel so
far instead of 20 km it was supposed to
complete. According to the MWSP, the
company has already received 35 percent
of the contract amount—11 percent more
than the works it has completed. After
terminating the contract with China Railway
15 Bureau Group, the government has
rescheduled the project completion date to
March 2016. And the Melamchi Water
Supply Development Board (MWSDB), the
project implementing agency, is now
planning to resume the stalled tunnel
construction works from January 2013.

Madhesh base party had reached in conclusion,
party unitary is impossible. So, they are going
for front lock. Making single election logo and
chairman for election is only the alternative for
them. On the other side they don’t have standard
to make one co-operative candidate. Madheshi
leaders and party are scare from the coming
election. So they are searching way for re-alive.
They are playing many games to stay infront of
publics. Party unitary is the first game of their.
But they are unsuccessful for it. Publics are once
again become hopeless. TMLP arose party
unitary policy and other helper party and leaders
support this policy. Madheshi leaders and party
are unsuccessful for unitary and searching new
way. As a new alternative is front lock among
Madhesh base party. They had added new plans.
Madheshi parties are busy to make their party
strong. Some parties are merging small parties
and some are extending. All Madhesh base parties
are busy, so there less possibility of front locks.
There is discussion in election standard. So there
is less possibility for co-operative candidates.
So there is less possibility to be Madheshi party
in election.
Political instability raising its
own kind of confusion in the
situation of external force
plays their games. While
Pakistani intelligence has
deep roots in Kathmandu, tiny
does one realise that the
Chinese have entered the
Himalayan kingdom in a big
way. There are several
aspects that require attention,
but it would not be out of
place to mention first the
raison d’ etre for the Chinese
moves.
Mao once reportedly
termed Tibet as the palm of
the hand and the five fingers
were Ladakh, Sikkim,
Nepal, Bhutan and
NEFA. These five fingers
were essentially the ‘new
buffer’ zone between India
and China, after the latter
annexed the ‘old buffer’ in
1951. The Nepal chapter in
the Chinese lexicon is old,
but its importance in
diplomatic and intelligence
terms increased,
particularly after the March
2008 uprising of Tibetans.
Beijing’s policy came to be
driven by the need to curb
the activities of some
20,000 Tibetan refugees (the
second largest Tibetan
refugee community in the
world) in Nepal. As a result,
China has sought to play a
significant role in determining
the shape of Nepali politics.
This has taken the form of a
number of high level visits, for
both commercial and political
purposes. According to local
media sources, there have
been over 17 visits by
Chinese delegations to Nepal
and more than 20 delegations
visiting Beijing in the period
April-August 2012. Little
wonder that the cooperation
between the two sides on a
range of issues is increasing.
Lesser known and
understood is the security
cooperation and attempt by
China to penetrate the highest
echelons of the administration
in Kathmandu.
It should be noted that during
each of the high-level
meetings that has taken place
so far, China has extracted
assurances from the
Nepalese that it adheres to
the one-China principle,
acknowledges Tibet as an
inalienable part of China, and
will ensure that no anti-China
activity is allowed on its soil.
While it is clear that Beijing
would like Kathmandu to
follow the path directed by it,
this policy also lies at the heart
of the larger strategy to
marginalize India’s influence
in Nepal.
Chinese intelligence in Nepal
Key to this operative agenda
is spreading the tentacles of
the Chinese Ministry of State
Security and the PLA’s
Second Department in
Nepal. Recently, reports
emerged that Beijing had
directed its operatives in
Nepal to also cover the
activities of Tibetans both in
Nepal and India. They have
also been tasked with getting
intelligence on Indian activity
in Nepal, particularly stakes
in hydropower projects. How
are these operations being
conducted?
The history of Chinese
operations in Nepal go back
a long way and publish
sources attest to the fact that
for instance in 1964, 500 PLA
soldiers were operating in
civilian clothes in Nepal to
channel weapons to pro-
China agents. The discovery
of this operation led to the
expulsion of the then Chinese
Military Attache in
Kathmandu. It is also well
known that China has used
Tibetan monks or sent agents
dressed as monks into Nepal
and into India to spy. The
basic fact remains that central
to China’s core interests is the
protection of the Tibetan
heartland, both for political
reasons as well as for water.
Being the gateway to Tibet,
Nepal has to be looked at
very closely.
With the coming to power of
the Maoists in Nepal, efforts
to institutionalise security
cooperation have increased.
The Chinese Ambassador in
Kathmandu is reportedly
tasked with stepping up
initiatives aimed at deepening
ties between security
establishments on both sides,
by either offering funding for
Nepalese police and security
training or by engaging in
covert operations. According
to Nepalese media reports,
QuinGuohengthe then
Chinese Ambassador was
eased out in end April
2011,because he had been
unable to exercise
‘influence’ with the
Nepalese Government in
inhibiting the anti-China
activities of the ‘Free Tibet
Movement’ in Nepal.
Another reason attributed
was that the Ambassador
had developed serious
differences with his
Defence Adviser over the
issue of developing ‘direct
Chinese contacts with the
Nepalese Army’.
One of the aspects of
penetration, though yet
unproven, but very likely is
their having a handle on
the selection of former
cadres of the Maoist
People’s Liberation Army
(PLA), of both officers
and other ranks in the
Nepalese Army. While the
number of those who have
been actually integrated
into the Nepalese Army is
less, but that does not mean
that Beijing will be any less
well informed about the
developments within the
Nepalese Army.
According to Maura
Mohiyan, a journalist and
researcher who has worked
for many years with
refugees in Nepal and India,
writing in April 2012, stated
that the Tibetan community
in Nepal was now
thoroughly infiltrated with
Chinese agents and spies.
Mohiyan claims that China
maintains a highly effective
espionage network of
human and cyber
intelligence gathering,
employing Indians, Nepali’s
and even westerners, to
collect information on
Tibetans activities in exile. A
large number of these
agents are Tibetans from
Tibet who have been trained
in military academies in
China and travel on Chinese
passports.Many Tibetans in
Nepal to whom Mohiyan
spoke to,described being
approached by agents who
offered enormous bribes in
exchange for abandoning
“The Dalai” and “joining
us”. If the bribe was
refused, agents became
hostile, threatened
retribution and in some cases
even attempted kidnapping.
Chinese intelligence has
penetrated the Nepalese
establishment and placed
their operatives in nongovernmental
organizations,
language institutes, and small
businesses.
Beijing’s policy came to be

Indian Assistance for construction
of school building in Sunsari
Kathmandu : A Memorandum of Understanding (MoU) was signed
on 2nd November 2012 between the Embassy of India, Kathmandu,
District Development Committee, Sunsari and Shree Bhagawati
Secondary School for providing Indian grant assistance of NRs.
30.45 million for the construction of a three - storied school building
under Nepal-India Economic Cooperation Programme.
Established as a Lower Secondary School in 1952 and
subsequently upgraded as Secondary level in 1958, Shree
Bhagawati Secondary School, situated at Inaruwa Municipality, is
one of the oldest schools in Sunsari District. Its existing
infrastructure is dilapidated and inadequate to meet the growing
requirements of the students as well as faculty members. The
new building will help in the development of better facilities for over
1300 students, about 50% of whom are girls. The upgraded facility
would create improved environment for learning by the students
and contribute towards the further development of the education
sector in the District.
The project will be implemented by the District Development
Committee, Sunsari in accordance with the existing norms and
regulations of the Government of Nepal. They will also be
responsible for ensuring the quality of construction of the project
and its timely completion. The MoU stipulates the constitution of
an Oversight Committee, comprising of representatives of the DDC
and other stakeholders with a view to ensuring the implementation
of the project in a time bound manner.
In addition to this project, seven other projects in Sunsari District
have already been completed with Indian assistance of NRs. 103.6
million. Further, work is ongoing in the District in respect of three
other projects at a cost of NRs. 80.8 million. India has also gifted
fifteen ambulances and four school buses in the District.
Recognizing the importance of accelerating growth in Nepal, India
remains committed to rendering all possible assistance in that
direction. The India – Nepal Economic Programme has an outlay
of over NRs. 64 billion with more than 425 large and small
development projects completed or currently being implemented
in almost all the districts of Nepal. These development projects
mainly in the sectors of education, health and infrastructure
development have been undertaken in response to local needs,
and in partnership with the Government of Nepal.

reached in agreement for election.
Why morcha had made
agreement to go for election?
Everyone wants new constitution
in this nation. Other way is not
practical. Re-establishing of CA is
just like day dreaming. 3 big parties
had not reached in agreement
for federalism in these 4 years.
They avoid the lawsuit of federalism.
Those 3 parties did not make
entry of constitution and they are
doing agreement for re-establishing
CA which doesn't seem practical
and logic full. After the judgment
of court, it seems it will be
full of error. They are just lengthening
authority. Instead of that
they also have to think for election.
We are stepping ahead to do
election as soon as possible and
make new constitution from constitution
assembly. So we want to
go for election as soon as possible.
Because of party division public
base of Madhesh parties had
been weak so what will be the
effect and achievements from
the election to Madheshi party?
Though Madheshi publics are upset
with Madheshi leaders and parties
but Madheshi publics knows that
beside Madheshi parties, there is not
anyone who will fight for Madhesh
lawsuit and federalism. Vote of
Madheshi publics will goes to only
Madhesh base parties. They can't
vote to others because other parties
are opposite of Madhesh and
they are stopping federalism. They
will select best candidate from
Madhesh base parties. So, now the
responsibility of Madhesh base parties
is they have to work according
to the demand of Madheshi publics
but in unity. They have to establish
one powerful party and present
infront of publics. Then public will
definitely support us. This can give
a pressure for the lawsuit of federalism
in coming parliament then we
can get achievement. We established
as 4th power while we went
making with marcha. We area effect
less and valueless when we
went by different and many party.
Now, if we include tribes, oppressed
and other then we can stand as powerful.
We can bring new change in
nation. 70% vote of Madheshi had
been gone to non-Madhesh parties
in the past year.
What are the bases that publics
will vote Madheshi parties?
Almost I had visited 15 districts in
total 22 districts. Though publics are
angry with leaders but beside
Madhesh base parties other won't
speak for Madhesh and Madheshi
publics. Publics are angry because
Madhesh base parties are centered
only in authority. Congress, UML
and Maoist did not support the federalism
lawsuit of Madhesh. The
agreement which was done by those
3 parties that was against Madhesh
welfare. These 3 parties were trying
to postpone the election. TMLP
had presented that we all have to
go in union. Almost all the parties
of morcha had shown positive response.
Only our union policy is not
sufficient to give way till the national
lawsuit election will not solve. After
the election it will be meaningful. We
have strategy to include other party
also. So, taking this strategy we are
stepping ahead. We have power to do
for nation but division of parties making
us weak.
What is the reason that work of
TMLP did not get any conclusion?
We are waiting for good result. We trust
that we will establish one proper and
powerful party in Madhesh. Mahanta
Thakur is the example of sacrifice. All
knows about this. He will do anything
to fulfill his commitment. According to
this we are stepping ahead and we had
reached forward. I can see that we
will reach in one fix conclusion. We
will step heading in the form of one
strong power.

HONG KONG : Two
lawyers who said they
represented the family of
Prime Minister Wen Jiabao of
China have issued a statement
disputing aspects of a New
York Times article about the
family’s wealth, a rare
instance of a powerful
Chinese political family
responding directly to a
foreign media report. The
statement, published in The
South China Morning Post on
Sunday, said, “The so-called
‘hidden riches’ of Wen
Jiabao’s family members in
The New York Times’s
report” did not exist.
After criticizing several
points in the article, the
statement hinted at the possibility
of future legal action. “We will
continue to make clarifications
regarding untrue reports by The
New York Times, and reserve
the right to hold it legally
responsible,” the statement said.
The statement reported in
The Post, a Hong Kong
newspaper, has not been
obtained directly by The
Times. The statement was
not a sweeping denial of the
article. The statement
acknowledged that some
family members were active
in business and that they “are
responsible for all their own
business activities.”
While the statement
disputed that Mr. Wen’s
mother had held assets, it did
not address the calculation in
the article that the family had
controlled assets worth at
least $2.7 billion.
Eileen Murphy, a
spokeswoman for The
Times, expressed confidence
in the article. “We are
standing by our story, which
we are incredibly proud of
and which is an example of
the quality investigative
journalism The Times is
known for,” she wrote in an
e-mail.
Chinese Premier’s Family
Disputes Article on Riches
The lawyers’ statement
represents an unusual move for
the family of a senior Chinese
leader. When Bloomberg
News published an article in
late June describing real estate
and other assets held by the
family of Vice President Xi
Jinping, his family did not
respond publicly.
The statement published in
The Post was attributed to Bai
Tao, a partner in the Beijing
office of the Jun He Law Firm,
and Wang Weidong, the
managing partner of the Beijing
office of the Grandall Law
Firm. No one answered
phone calls to both
lawyers’ offices on
Sunday, nor did Mr.
Wang respond
immediately to an email.
The statement denied an
anecdote in The Times article
that described how one
investment in the name of Mr.
Wen’s mother, Yang Zhiyun,
was worth $120 million five
years ago. “The mother of Wen
Jiabao, except receiving salary/
pension according to the
regulation, has never had any
income or property,” the
statement said.
Corporate registration
records reviewed by The
Times showed that in 2007 the
prime minister’s 90-year-old
mother held about $120 million
worth of shares in Ping An, an
insurance company, through
investment vehicles. A
signature bearing her name and
her government-issued identity
card were included in the
registration record, which was
obtained from government
regulatory filings.
The family’s statement also
said that some members had
not engaged in business while
others “were engaged in
business activities, but they did
not carry out any illegal
business activity. They do not
hold shares of any companies.”
The statement also said that
Mr. Wen had not been
involved in those activities.
“Wen Jiabao has never played
any role in the business
activities of his family
members, still less has he
allowed his family members’
business activities to have any
influence on his formulation
and execution of policies.”
The Times article did not
allege any illegal business
activity, and it said that Mr.
Wen did not appear to have
accumulated assets. The
article also said that there was
no evidence that Mr. Wen
personally intervened to help
family members’ investments.
The article pointed out that as
prime minister in a country
where the state plays a large
role in the economy, Mr. Wen
oversaw many government
officials whose decisions
could play a large role in the
fortunes of businesses and
investors. Hong Lei, the
spokesman for China’s foreign
ministry, criticized the article
on Friday during a briefing,
saying that it “smears China
and has ulterior motives.”
The Times posted the
article in English on Friday,
and in Chinese three hours
later, after final edits in
English were translated. The
Chinese government quickly
blocked access from
mainland Chinese computers
to the Chinese-language and
English-language Web sites of
The Times before the article
was posted in Chinese. But
many people in China appear
to have used virtual private
networks to view the article
anyway.
The report on the finances
of Mr. Wen’s family has also
received heavy coverage in the
Hong Kong news media,
which has extensive reach
inside mainland China.

The decision was taken because of the perceived insecurity within the camps. On 9th
April, there were reports of protests in and outside the cantonments as well as theft of
infrastructure by the PLA commanders. As a result of the tensions within the camps, the
Special Committee had requested the government to introduce a code of conduct for the
combatants. The code stipulated interim arrangements to which the combatants should abide
by until their selection for training to serve in the Nepal Army. The opposition parties demanded
the combatants give up the PLA uniforms and insignia right after their handover to the NA for
screening. The narrative is still open, but it does indicate that those who fought a guerrilla war
with the state for over a decade are now tired of living a life in the jungle and would like to
return to civilian life. What is even more important is that a majority of them are wary of
serving in the Nepalese army. This is because they are unsure of what the Maoist party
wants them to do once they are inside and also because they are fed up of following orders,
many of which they may not have liked while in service with the PLA. Nepal's road to
democracy may not be paved with roses, but it can certainly welcome in its fold its own
people who want to lead a peaceful life! -ends-

Action taken for misconduct
BANKE: The Banke District Police Office has taken
action against 28 personnel for misconduct. Chief of the
Banke DPO, Superintendent of Police Bikram Singh
Thapa said personnel against whom action has been taken,
are of the rank of constable to sub-inspector. The Banke
DPO is currently conducting an internal purification drive.
The action taken against the erring police personnel
ranges from dismissal from service to reprimand and halt
in promotion. Thapa said only police personnel who were
found guilty of committing misconduct from time to time
have been dismissed from service.
Bridge at the risk of collapse
BARDIBAS: A bridge over the Ratu River on the border
of Mahottari and Dhanusha district along the East-West
Highway is at risk of collapse due to rampant sand
extraction from the river. Experts have warned that
unchecked sand extraction from the river is posing a
collapse threat to the 400- metre concrete bridge. “Pillars
of the bridge have started rocking due to sand extraction,
the bridge may collapse at any time if sand extraction
continues”, said a local engineer Shiva Dev Saha. Illegal
extraction of sand and boulders from the river is increasing
in connivance with the contractors although it is banned
by law. The district folks have demanded that the
concerned bodies including the local administration should
pay attention to control sand extraction to protect the
bridge. The bridge was constructed over four decades
ago with the support from Soviet Union.
Ex-students organized campaign
in community schools
JHAPA: Ex-students of community schools in Topgachhi
and Dharampur, who are involved in the improvement of
community schools campaign for the past three years,
have started a campaign “Our School, Better School” in
Jhapa district. According to the Chairman of the
Topgachhi and Dharampur Friendship Society, Harka Rai,
the ex-students have launched the campaign by selecting
five schools of Topgachhi and Dharampur as model
schools. Ram Chandra Khanal of Friendship Society
informed at an interaction held yesterday among
management committees of Topgachhi and Dharampur
community schools, teachers and principals, that Kamala
Madan Ashrit Memorial Higher Secondary School, Jyoti
Secondary School and Kanchenjunga Lower Secondary
from Topgachhi and Moti Higher Secondary School and
Shanti Lower Secondary School from Dharampur have
been selected for the same.
Fire at airport
BHAIRAHAWA: Fire broke out at the south of the
runway in the dry grass at the Gautam Buddha Airport in
Bhairahawa. Flights were halted for an hour after the
fire broke out at the airport. It was brought under control
within an hour with the help of fire-engine of the Nepali
Army, Nepal Police, Gautam Buddha Airport Office and
Siddharthanagar Municipality. Flights from Bhairahawa
took off after an hour delay.
One died in accident
HETAUDA: A man died when a mini-truck fell off the
road at the Chuniya section of the Tribhuvan Highway.
Devananda Ghising Lama of Bhainse, Makwanpur
district who was traveling in the mini-truck succumbed
to his injuries on the way to the hospital, police said. The
mini-truck (Na 4 Kha 5589) was heading for Hetaunda
from Palung when it veered off the road and fell some
50 metres down the highway. The driver of the minitruck
is absconding and police is searching for him.

economic, social, religious,
linguistical and the cultural aspects
and the perspectives. The study
was based on the field visit, direct

various governmental sectors. This
book has also on the other hand
focused on the education condition
of the Madhesh and the
educational development in the
Terai-Madhesh districts. Similarly,
it has also focused on the migration
of the People to the Terai and the

Madhesh due to the migration. I am
assured that this would support to
upgrade this research paper.

by Dr. Mahananda Thakur and he

This book has specially focused on
the contribution of the Martyr’s
Raghunath Thakur towards the
Madhesh Freedom. The Madhesh
Arms Groups also regard Thakur
as the ideal. This book is important
to understand the the initiation
phase of the Madhesh Movement.

India planning to construct an
embankment on the Mahakali river bank
MAHENDRANAGAR: The Uttar Pradesh (UP) Irrigation Department
is planning to construct an embankment on the Mahakali river bank, off the
bordering village of Bhujela in Kanchanpur district. The survey for the
construction of the 1,100m levee completed on October 15, while the
department is currently working on the design and cost evaluation, PC Pant,
junior engineer of the Head Works Division Sarda Canal in Banbasa, India,
said. Monsoon flooding this year washed away land on the Indian side,
prompting the need for a defense system to allay future flood risks in the
region. In the wake of the flood, a team of technicians from the department
had inspected the region. In its report to the UP government, the team
suggested constructing an embankment along the Mahakali. Bhujela village
on the Nepali side that was grappling with floods during the monsoon will too
become secure if an embankment is built on the Indian side, said Gyan Bahadur
Khadka, a local resident of Bhujela. The Indian side has already built 500m
embankment near Banbasa Bridge. The proposed embankment will start
from Banbasa and will run down 1,100m down to end at the Nepal- India
border pillar-8 near Chaukisota Temple of Bhujela. Pant said the project will
begin once the UP government allocates the budget after it approves the
design and the cost estimation.
Pakistani couple killed daughter
ISLAMABAD: A Pakistani couple killed their teenage daughter by pouring
acid on her face. They caught her talking to a boy, police and a doctor said.
The parents of the 16-year-old confessed to police in Kotli, a town in Pakistanadministered
Kashmir, that they attacked their daughter after she had spoke
to the boy outside their house, said Mohammad Jahangir, a local doctor at
the hospital where she was brought. “There were third-degree burns on her
scalp, face, eyes, nostrils, both arms, chest foot and lower part of legs. Even
her scalp bone was exposed,” he said, adding that the mother initially told
the hospital their daughter tried to commit suicide. Police have arrested the
parents. Almost 1,000 women lost their lives last year in so-called “honour
killings” in the conservative South Asian nation, according to the Human
Rights Commission of Pakistan. Activists say the actual number is much
higher as most cases go unreported.
India’s Congress to step enormous rally
NEW DELHI: Chief of India’s ruling Congress party, Sonia Gandhi and
Premier Manmohan Singh are set to speak at a enormous rally to whip up
support for the scandal-tainted government ahead of 2014 elections. Italianborn
Gandhi, India’s political grand matriarch who led Congress to back-toback
wins in 2004 and 2009, is moving into high gear as she seeks to persuade
voters to elect the party for a third straight term, analysts say. At the rally in
the Indian capital, leaders will defend the government’s blitz of controversial
reforms to allow wider foreign investment in the retail, insurance and aviation
sectors aimed at spurring a sharply slowing economy. “We want to tell people
that these are people-friendly measures — these are for the betterment of
the common man,” a senior Congress party official, who asked not to be
named, told AFP. The left-leaning government is deeply wary of a voter
backlash in the elections due within 18 months over the reforms that have
drawn strong political opposition in the still heavily poor country of 1.2 billion
people. Also due to speak along with Gandhi and Singh at the rally in the
capital New Delhi will be Sonia’s 42-year-old son Rahul Gandhi, expected
to be the party’s candidate for prime minister in the polls, the party official
said. “All three of them are scheduled to give speeches,” he said. The rally
is being staged a week after 80-year-old Singh overhauled his cabinet to
give it a more youthful face with the inclusion of younger ministers to appeal
to the country’s vast youth population. The Congress party official said the
party was hoping, rally would be attended by over 100,000 people.
India assistant 43.39 million
KATHMANDU: India is to provide assistant of Rs 43.39 million for the
construction of a three-storey school building in Palpa. A memorandum of
understanding was signed between the Indian Embassy, District Development
Committee, Palpa and Shree Rambha Higher Secondary School for providing
Indian assistant of Rs 43.39 million for the construction of a three-storied
school building. This is the sixth development project in the Palpa being
undertaken with Indian assistance under the small development projects, the
embassy said in a statement. Shree Rambha Higher Secondary School was
established in 1952. The existing infrastructure of the school is dilapidated
and has also become inadequate to accommodate the growing number of
students. The new building to be constructed will help create better facilities
for over 1,100 students, of whom over 57 per cent are girls. It would also
create an improved environment for learning and contribute to the development
of the education in the district.
Nepse index achieved 26-month high
KATHMANDU: Nepse index had been reached a 26-month high
this week –– October 30 to November 1. The benchmark index gained
11.28 points in the week’s trading, as stock prices of commercial banks,
hydropower companies and insurance companies surged. Investors,
at present, are buying stocks with the hope that after mutual funds
enter the market, stock prices will further go up. Siddhartha Mutual
Fund is getting ready to launch its New Fund Offer before Tihar, and
Nabil Mutual Fund will be coming out before long. The market that
opened at 436.71 points on Tuesday afternoon after the Dashain
holidays reached 447.84 points by the end of the day. The following
day, the index further moved to 451.43 points –– a 26-month high.
Then on Thursday, the market retreated a little to 447.99 points.
Investors seem to have regained their faith in commercial banks that
gained 20.41 points as major commercial banks registered lucrative
gains. Hydropower companies continued to perform well by earning
33.24 points. Likewise, insurance companies’ good streak continued
this week as it went up by 12.5 points. Hotels, finance companies and
development banks earned 0.38 points, 1.27 points and 2.61 points,
respectively in the week’s trading. The biggest loser of the week was
the others subgroup that lost 15.27 points as Nepal Telecom lost Rs
eight per unit share. The stock exchange saw transaction volume decline
by 7.56 per cent in three trading days of the week in comparison to the
previous trading week. A total of 548,440 unit shares worth Rs 153.2
million of 102 companies were traded in 3130 transactions. In the
previous week, 612,000 unit shares worth Rs 165.7 million were traded.
Stock trading of class ‘A’ companies accounted for 55.54 per cent of
total trading amounting to Rs 85.1 million. The sensitive index that
measures the performance of blue chip stocks gained 2.47 points. The
indicator of the performance of actual shares traded –– float index ––
gained 0.62 points to reach 31.68 points. This week, Nepal Telecom
was the forerunner in terms of trading volume with shares traded worth
Rs 10.9 million. In number of transactions, Multipurpose Finance topped
with 277 transactions. In terms of number of shares traded, Kist Bank
was the forerunner with trading of 48,360 unit shares.

Folk Art of Mithila
“The erstwhile detached little hamlet
of Madhubani situated in North Bihar
has now metamorphosed into a
bustling colorful marked town, yet
modernisation, materialism and the
plastic arts are light years away from
the intrinsically tradition oriented
society in Jitwanpur. The creative
village folk continue to flourish
spreading their colorful wings on the
threshold of their cozy little huts. On
the walls of their dwelling, of lines
furnishings and drapery. Here, the art
of Madhubani, is the common man’s
way of attaining God guided by his
sense of aesthetics of beauty.”

It is an Endeavour to focus
immortality and purity, using one’s
own mortal hands. The dwelling
should be kept clean, plastered with
sacred cow dung. The lady of the
house then traces out an Alpana (rice
powder drawing of floral patterns) on
the threshold. Holy water is sprinkled
all over the precincts. They also offer
handpicked fresh flowers to the
presiding family deities.
The images drawn transport one into
that elevated state are based on age
old scriptures and epics. The vedas,
puranas, the Upanishads, the
Ramayan and the Mahabharat, they
are also seeped into the environment,
the tress, the animals, the birds, fish
and plants. “These images also exist
in the universe and its creators : the
sun, the moon, the earth, the stars and
other celestial bodies.”
They also use one all time favorite
the sun, the giver of life on earth Surya
devata as it is reverently called the
sun is regularly worshipped every
time it rises or sets.
“An element of environmental
beauty is introduced by a refreshing
deluge of floral and wild life motifs,
sunflowers, lotuses, trees, leaves and
creepers convey the mute glory of
the flora -n- fauna, tigers, elephants,
tortoises, peacocks, peahens, fishes
and other wild life present alternate
forms of life. And in that they
represent the alternate forms of
God.”

beliefs, myths, and passions. It is a
whole hearted, full throated and
unabashed exhibition of creativity.

Madhubani artistic ways to embark

That is the art of Madhubani, full of
innocence, yet so full of life, utterly

Conclusion: - The mud walls of rural
homes share most of the pictorial
elements described above. The
thresholds are daily decorated new
with impressive ornamental, but
traditional artistic and cultural
heritage has remained alive till the
present time.
“Different in content, varying in
approaches, but when it comes to
reaching out to their divine deities
they share the same media the same
motif, similar lines and similar
colors.” This is crystal clear that our
centuries old profoundly symbolic
patterns all over India.
“In this respect, the rural craftsmen
were by no means different from

royal patronage. It has often been
stressed by many a writer that rural
arts are the creations of untutored
hands. Those who write like this only
display their ignorant of the facts.
The craftsmen living and working in
the countryside are illiterate in the
modern sense of the term, but they
are not completely unlettered in the
traditional sense.”

Madhubani art. Artists paint their
favorite gods and goddesses. They
draw the heart rending scene of
exile of Rama, Sita, Lakshmana.
They also depict the eternal love play
of Krishna with his beloved Radha.
Hanuman monkey god is also
painted as a loyal devotee of Lord
Rama in their paintings.

International artists currently in
Kathmandu
KATHMANDU: Among the international artists currently in Kathmandu
as part of the Jazzmandu festival—the 10th so far—is Norwegian jazz/pop
trio Suzy & 2. But it isn’t just the jazz fest that has brought the band to
Nepal. Since February, vocalist Cecilie Giskemo had been working at the
Nepal Music Centre (NMC), Pingalasthan, as an exchange teacher, while
waiting for remaining band members Asbjorn Lerheim, in charge of guitar,
loops and electronics in the outfit, and Siri Kvambe, who does vocals as
well as play the melodica and the glockenspiel, to join her in Nepal. Reunited
recently after all these months, the band is now giving a number of
workshops around town, imparting techniques to do with jazz fusion, vocal
improvisation, jazz guitar and improvisation. Suzy & 2 also performed at
NMC, an enthralling set that revolved around diverse jazz and traditional
African numbers, as well as at the Jazzmandu gig at Bhumi, Lazimpat, and
the Jazz Bazaar held at the Gokarna Forest Resort.

Aishwarya Rai got French honour
on her birthday
New Delhi: Bollywood actress Aishwarya
Rai was conferred upon a civilian award
by the French government for her
contribution to the arts on the occasion of
her birthday, November 1st. Francois
Richier, ambassador of France to India,
conferred the honour of prestigious ‘Knight
of the Order of Arts and Letters’ on her
at a hotel in Mumbai. On receiving the
award, Aishwarya said, “I want to thank
the French government for honouring me
with the award. It’s truly overwhelming. I
thank you in all humility.” She thanked her
family for their support and expressed her
gratitude towards her colleagues. “I want to thank every professional who
I have worked with and who made it possible for me to have such a glorious
career,” she said. The Knight of the Order of Arts and Letters honour is
given to people who have shown exceptionable contribution to arts in France
and the rest of the world. In the past, noted celebrities like Sharukh Khan
and Nandita Das received the honour. The entire Bachchan family, except
Jaya Bachan, was present at the event. Aishwarya’s daughter Aradhaya
was also there. Besides her family, actress Nandita Das, Parmeshwar
Godrej and filmmaker Pritish Nandy were also present on the occasion
among others. Aishwarya Rai turned 39 Thursday, so a cake cutting
ceremony was also organized for her.
